Ocean Boulevard Bistro and Martini Bar is an upscale dining restaurant on the Outer Banks of North Carolina. We are open nightly for dinner and drinks through all seasons. So, start a conversation, relax, and enjoy a fresh take on cuisine. Clarke developed Circa 81 in hopes that guests will try something new and different and truly have a dining experience. Circa 81 offers great wine and cocktails too, with more than 30 specialty drinks on our cocktaileria menu. Our menu also includes medium and large plate selections - delicious sandwiches, homemade soups, local seafood and fresh-made desserts.

Thierry and Patricia Moity were previous owners of Patou Bistro in Charlotte, NC and Cafe de Bruxelles in New York City.

Delight in Chef Thierry Moity's traditional French cuisine. Chef Moity, who has been cooking since age 13 in some of the finest French restaurants in Europe and New York City. The French cuisine is influenced by a combination of traditions. Patricia comes from the northern part of France near the Belgium border, while Thierry's origins are deeply rooted in the central provinces of the country.

According to Chef Moity, the food is served fast paced and in generous portions. “I want everyone to feel welcome in my restaurant. We are working against the stereotype that French food must be intimidating and expensive.”

Excellent food, flavorful but delicate, thankfully not the typical Italian food that you find in the U.S. I especially like their white bolognese and the olive oil cake . Very attentive service and prices are lower than what you would expect for that quality of food , service and restaurant style.

Had daughter’s graduation dinner there , very good Italian food! From the pizza and gnocchi to the chicken Parmesan all food was fresh and very tasty . One comment would be no bread for table , it is an extra at lunch. Was not aware of that (us Italians need bread with sauce ) . Other than that a great experience!

CHEF JAYSON FOSTER graduate of CCCCP; Culinary Arts student who studied in France under two-starred Michelin Chef Marc Meurin. A stalwart on the Beaufort Food Scene, Jayson has cooked at Chef’s 105, Circa 81, and at Aqua, where he was the Chef for 10 years. In 2012, Jayson and team won the Fire on the Docks Competition in Wilmington, NC.

CHEF JOSH MACKLIN, Honors graduate of CCCCP, Josh ALSO went to France to study with two-starred Michelin Chef Marc Meurin. Following this tenure, Josh joined Floyd’s 1921 as banquet chef. He has worked at Circa 81 as chef and joined the Oysters and Pearls group, opening both Catch 109 and served as Executive Chef for Table 9. Josh loves how food brings together families and friends. He is a proud believer of food being a bond we all share.
